Wow. The whole dog poisoning thing is sad .. and sick. As for the tax money going to putting up the fence. Hmmm. I'm not sure how the law works in Toronto, or Canada as a whole. But I know for SURE, if this happened in California, and some sort of measures weren't taken to restrict the area, it would only be a matter of time before a clueless dog owner walked their dog, dog got sick, dog died, owner sued the City for millions.
